As of 1 January 2011, there is a compulsory healthcare insurance for all residents of the islands Bonaire, Sint Eustatius and Saba (the Dutch Caribbean). This uniform insurance introduces more legal equality and prevents people from remaining uninsured. The insurance provides for medical care ("cure") and long-term care ("care"). The BES Health Insurance Office (ZVK) has been the operator of this healthcare insurance since 1 January 2011. The ZVK is commissioned by and under the responsibility of the Ministry of Health, Welfare and Sports. The ZVK is continuously working on improving the health care on the islands of the Dutch Caribbean. The ZVK is investing in equipment and the renovation of hospitals, improving the ambulance services abroad and maintaining contracts with the VU and the VUAMC in the Netherlands for attracting basic specialisms.
